Marise Payne hails from Sydney and is the daughter of Ann Noreen (formerly Johns) and William Elliott Payne. Her father, a World War II veteran, had a career as an accountant and farmer. Marise Payne’s formative years were spent in Bardwell Park, located in the southern suburbs of Sydney.

Marise Payne’s involvement with the Liberal Party dates back to 1982, marking the beginning of her political journey. She assumed the role of state president of the New South Wales Young Liberals from 1987 to 1988. Subsequently, she made history as the first woman to hold the position of federal president of the Young Liberals from 1989 to 1991. During this time, she also served as a member of the state executive of the New South Wales Liberals from 1991 to 1997.
In 1991, Payne vied for the position left vacant by the resignation of Senator Peter Baume, albeit unsuccessfully. At that time, she was fulfilling the role of private secretary to Senator Robert Hill.
In 1994, Payne was appointed as the vice-chair of the Australian Republican Movement, serving under the leadership of chairman Malcolm Turnbull. Her decision to accept this position drew criticism from figures like Tony Abbott, who was then the national executive director of Australians for Constitutional Monarchy. Abbott expressed disapproval, stating that individuals not in favor of constitutional monarchy were in opposition to the party’s stance. Additionally, John Howard accused her of having a “conflict of interest,” contending that she had become a part of an organization dominated by individuals sympathetic to the Labor Party.
After the departure of Senator Bob Woods in March 1997, the Liberal Party selected Marise Payne to step into the casual vacancy. Her official term began on April 9, 1997. She has since been re-elected to the Senate in the 2001, 2007, 2013, and 2016 elections. Her parliamentary office is situated in Parramatta, a western suburb of Sydney.
Upon the Coalition’s victory in the 2013 federal election, Marise Payne assumed the role of Minister for Human Services in the Abbott government. In March 2014, she made an announcement regarding the closure of Medicare offices on Saturdays. This decision was influenced by a substantial decrease in walk-in visits to Medicare shopfronts on Saturdays, which had declined by 60 percent.
In January 2018, there were reports in the Australian Financial Review suggesting that Turnbull had contemplated the possibility of replacing Marise Payne with Christopher Pyne during the cabinet reshuffle that occurred in December 2017.
