Dean Phillips’ parents are DeeDee and Artie Pfefer. Tragically, his father, Artie, lost his life in the Vietnam War when Phillips was just six months old. In 1972, DeeDee married Eddie Phillips, heir to the Phillips Distilling Company and the son of advice columnist Pauline Phillips. Eddie went on to adopt Dean, who subsequently took on the Phillips family name.

He became the president and CEO of Phillips Distilling Company after graduation, serving in that role from 2000 to 2012. Following this, he oversaw Talenti gelato until its sale to Unilever in 2014. In 2018, Dean Phillips ran as a Democrat for the United States House of Representatives in Minnesota’s 3rd congressional district, defeating incumbent Republican Erik Paulsen in the general election with 55.6% of the vote. He successfully ran for reelection in 2020, winning the Democratic primary with 90.7% of the vote and securing 60% of the vote in the general election against Republican nominee Tom Weiler.
In July 2023, Phillips expressed consideration for challenging President Joe Biden in the 2024 Democratic presidential primaries. By October 2023, he announced his resignation as co-chair of the House Democratic Policy and Communications Committee due to incongruent views on the 2024 presidential race. On October 27 in Concord, New Hampshire, Phillips officially declared his run for the presidency after filing paperwork with the Federal Election Commission the previous day. Phillips stated his intention to challenge to gain access to primary ballots in several states where the Democratic Party had excluded him.
